ACCIONA, in partnership with MACA Civil and designers AECOM, is delighted to have been selected as the Preferred Proponent for the North Package of the North East Link Program (NELP).

As Preferred Proponent, we will now work with NELP and Project and Community Stakeholders to develop the final proposal and commence delivery readiness activities such as critical design, site investigation and utilities identification.
The Project
The North East Link Program (NELP) is a major infrastructure project which will ultimately provide improved access, amenity and safety for households, businesses, public transport and communities. The corridor-wide design for NELP incorporates an urban design that respects and acknowledges the area’s Indigenous heritage. During delivery, the project works will provide opportunities for thousands of people. We are keen to maximise opportunities to support State Government policies and frameworks in Social Procurement, Local Jobs First, Recycle First and the Building Equity Policy.
The North East Link will provide a safe and efficient freeway connection for more than 135,000 vehicles a day, taking 15,000 trucks off busy residential roads in the northeast of greater Melbourne each day. It will also enhance access to major suburban business and employment centres, improve orbital road connectivity across Melbourne, and boost the capacity of the city’s freight network.
The North Package is one of five main packages that make up NELP, with the other packages delivering a central tunnel and a connection and upgrade to the Eastern Freeway.
The North Package comprises the design and construction of the North East Link between the M80-Plenty Rd interchange and the north tunnel entrance at Watsonia. Works include 2km of new freeway upgrade, 3km of new freeway, separation of local roads from the freeways, almost 2 million cubic metres of earthworks, retaining walls, bridge structures, rail interface works, intelligent transport systems, urban design and landscaping.
