Economic growth, social advancement and action against the climate emergency depend largely on investment in infrastructure, sustainable industrial development and technological progress. Today, about 1 billion people live more than 2 km from a roadway, 940 million live without electricity, and 663 million lack improved drinking water sources.
ACCIONA participates in the entire infrastructure construction value chain, from the identification of opportunity, design and execution, to the operation and maintenance of the constructed works, using the most advanced and innovative techniques.

Today, cities represent 3 % of the planet's surface and concentrate more than 50 % of the population. A figure that will rise to 70 % by 2050. In addition, cities generate more than 80 % of the world's gross domestic product (GDP).
In addition to facilitating access to essential services for life - such as energy and water - ACCIONA contributes to making cities places of productive well-being in which to live, favouring people's socio-economic development.
The overall Regional Rail Link (RRL) project constructed dedicated tracks for regional trains through the metropolitan train system between Sunshine and Southern Cross Station, thereby removing significant bottlenecks from the rail networks.
The RRL Project was split into six separate work packages. The ACCIONA, Coleman Rail and John Holland Joint Venture undertook the works for the City to Maribyrnong River (CMR) or Work Package B as part of the CMR Alliance, procured under the competitive alliance model.
The Regional Rail Link, Work Package A, was successfully completed in March 2015. Coleman Rail’s large multi-disciplined workforce, all experienced in working in a live rail environment, allowed the reliance on subcontract resources to be minimised. This gave the project team absolute control over all critical construction activities allowing construction time and cost to be reduced and the highest standard quality control to be achieved. This combined with meticulous planning allowed the numerous construction and commissioning occupations of the railway to be handed back on time.

The project provided separation of the regional and suburban passenger networks on approach and provides for independent freight train movements Victoria’s from Southern Cross station to the Maribyrnong River.
The works included; 26 km of broad gauge, standard gauge and dual gauge track in plain line with guard rails and direct fixation. As well as significant temporary track works, traction power and staging works to minimise disruption to services, including temporary safe working systems (signalling). There were 8 new rail bridges and underpasses with arterial roads and a new rail viaduct of the Maribyrnong River (twin track, 435 m long) in addition to a new RRL Flyover structure (140 m long). All works were delivered in a brownfield rail corridor between Southern Cross Station (Melbourne CBD) and Hopkins Street Bridge in Footscray inner west.
- In general the project was delivered with an outstanding safety record, ahead of time, under AOC and with a high quality outcome.
- The communication and traffic management strategy was praised by both VicRoads and City of Melbourne as setting a new benchmark for undertaking such complicated closures in future.
